ABSTRACT

This research tests the direct effects of civil service structure on perceptions of corruption. Numerous studies suggest a relationship between civil service structure and corruption, but few test this link. It is hypothesized that corruption depends on the presence or absence of civil service policies, including job duties, tenure and security provisions, discipline policy, and rules on rewards and bargaining rights; the impact of government wages, per capita GDP, and democratization on corruption is also assessed. These hypotheses are tested using World Bank data for Organization for Economic Cooperation and Development (OECD) and central and eastern European countries. No statistically significant relationships between civil service structure and corruption are found; however, occasional evidence that corruption is higher in countries with higher total government wage bills was obtained. Results additionally indicate that corruption is lower in countries with higher GDP. While the conclusions presented here are largely exploratory, there is a distinct lack of evidence indicating a relationship between civil service systems and public perceptions of corruption.  相似文献

For quite some time parliaments were seen as the losers of European integration. As a reaction, several parliaments have sought to exert more control over the executive branch in EU decision-making. An alternative venue for ‘clawing back’ these lost powers is by influencing the domestic transposition of EU policies. Surprisingly, this opportunity for greater parliamentary involvement has not received much scholarly attention. Under what conditions do the parties in parliament engage in ex post scrutiny over transposition? To shed light on this question, this article provides a detailed study of scrutiny by the Dutch parliament over the transposition of two social policy directives, investigating four hypotheses regarding vote-seeking, policy-seeking and office-seeking incentives for parliamentary oversight. The analysis shows that the ex post scrutiny that takes place can mostly be summarised as low-profile scrutiny aimed at information-gathering and position-taking, especially by opposition parties.  相似文献

Using results from a large Norwegian follow-up study of former adolescent psychiatric in-patients we have traced the progression from mental disorders requiring hospitalisation in adolescence to registered criminal behaviour in adulthood, particularly highlighting gender differences. A nationwide representative sample of 1095 adolescent psychiatric inpatients (46% females) was followed up 15–33 years after admission to the National Centre for Child and Adolescent Psychiatry in Oslo, Norway. In adolescence 45% fulfilled the DSM-IV criteria for a disruptive behaviour disorder. At follow-up, 63% of the males and 39% of the females had a criminal record. Among females, psychoactive substance use disorder in adolescence seemed to be a sine qua non for later registered criminality, with intravenous drug use a potent risk factor for life-course-persistent criminality. The same strong association between drug use and criminality was not found in males. Factor analysis demonstrated that while the DSM-IV Conduct Disorder criteria structure was similar across genders, the prevalence of the various forms of expression was different in males and females. The differences between individuals with violent and non-violent crimes were more substantial in males than in females. There were marked gender differences in the criminal profiles observed, with the females' criminal career developing in a less serious manner than in males: females had later criminal debut, a lower number of acts on record, less diverse criminal behaviour, and an escalation in the severity of offences over time was less frequently encountered. However, secular trend analyses indicated that gender differences had diminished over the last several decades, with females “catching up” with their male counterparts. Overall, the results demonstrated important qualitative and quantitative gender differences in the criminal behaviour of former adolescent psychiatric in-patients. This article explores the gender dynamics in a multidisciplinary research team, focussing particularly on the way gendered power struggles affect the production of knowledge. Gender-based conflicts over the relevance of gender to the research process threatened to silence all the women involved in the research: the researchers, the participants and the woman on the management team. As the research was exploring the under-representation of women in senior positions in organisations and their experiences of gendered processes at work, this silencing would have had particularly serious implications for the outcome of the project. During this conflict, power resources were mobilised by both women and men. The eventual resolution of the conflict ensured that women's voices were heard and their experiences made visible. This had a crucial effect on both the research process and the outcome of the research project and demonstrates the critical effect of gender on the knowledge that can be produced by research.  相似文献

In diesem Beitrag analysieren wir die Geschlechterasymmetrie in außeruniversitären Forschungsinstituten. Wir rücken die Organisationen ins Zentrum und fragen nach Gestaltungsoptionen und Barrieren bei der Herstellung von Geschlechtersymmetrie. In welchem Verhältnis stehen die Arbeitssysteme und die Fähigkeiten und Interessen der Beschäftigten? Welche Inkompatibilitäten zeichnen sich ab, welchen Einfluss haben diese auf geschlechtsdifferente Karrierechancen? Diesen Fragen gehen wir in einer vergleichenden Fallstudie in ausgewählten Instituten der “Wissenschaftsgemeinschaft Gottfried Wilhelm Leibniz” (WGL) nach. Als zentrales Problem zeichnet sich die Inkompatibilität der Arbeitssysteme und Karrierepfade mit den Karriereaspirationen ab. Dies gilt für Frauen wie für Männer, erst im Zusammenspiel unterschiedlicher Einflüsse treten differenzkonstruierende Mechanismen hervor. Insbesondere die fehlende Definitionsmacht der Individuen über das Verhältnis von lebensweltlicher und beruflicher Sphäre erweist sich als nachteilig für Frauen. Heterogene Forschungsarrangements mit divergierenden Anforderungen an die Organisation hingegen scheinen Symmetrie zu begünstigen.  相似文献

This article seeks to map and explain the extent to which national legislators constrain discretion contained in European Union directives during transposition. To this end, we use standard hypotheses from the domestic delegation literature regarding the necessity of policy conflict and transaction costs. Our empirical approach is based on a focused comparison of the transposition of several provisions of the Asylum Reception Conditions Directive in France, Germany, and the Netherlands. In order to capture content‐specific aspects of discretion we employ an innovative measurement tool, the so‐called Institutional Grammar Tool. The study shows that while all three states formally comply with the directive, the level of European Union discretion delegated to practical implementers varies considerably across the cases. Standard delegation theory cannot fully explain the patterns. Instead, existing delegation theories have to be adjusted to the transposition context, by accounting for domestic preferences regarding the status quo.  相似文献

This paper investigates the impact of extending free school lunch to all students, regardless of income, on academic performance in New York City middle schools. Using a difference-in-differences design and unique longitudinal, student-level data, we derive credibly causal estimates of the impacts of “Universal Free Meals” (UFM) on test scores in English Language Arts (ELA) and mathematics, and participation in school lunch. We find UFM increases academic performance by as much as 0.083 standard deviations in math and 0.059 in ELA for non-poor students, with smaller, statistically significant effects of 0.032 and 0.027 standard deviations in math and ELA for poor students. Further, UFM increases participation in school lunch by roughly 11.0 percentage points for non-poor students and 5.4 percentage points for poor students. We then investigate the academic effects of school lunch participation per se, using UFM as an instrumental variable. Results indicate that increases in school lunch participation improve academic performance for both poor and non-poor students; an additional lunch every two weeks increases test scores by roughly 0.08 standard deviations in math and 0.07 standard deviations in ELA. Finally, we explore potential unintended consequences for student weight outcomes, finding no evidence that UFM increases the probability that students are obese or overweight. We also find no evidence of increases in average body mass index (BMI). Instead, we find some evidence that participation in school lunch improves weight outcomes for non-poor students. Results are robust to an array of alternative specifications and assumptions about the sample.  相似文献

ABSTRACT

Police personnel are likely to be affected by stress and compassion fatigue, which may have important consequences for health, well-being and job performance. There are certain individual differences which may protect against compassion fatigue, for example mental toughness, personality and self-care behaviours. However, there is little research examining all of these constructs in combination with policing. The current study aimed to gather information regarding the prevalence of compassion fatigue, compassion satisfaction and perceived stress within a large UK police force, and their relationships with personality, mental toughness and self-care activities. A questionnaire was completed by 605 police employees within a UK police force. The results demonstrated that 20% of personnel suffered from negative psychological outcomes and that these outcomes were predicted by individual differences and self-care activities. The requirement for shift work, and mental toughness scores, significantly predicted compassion satisfaction, compassion fatigue and perceived stress. The analyses also revealed a role for gender, tenure, personality and self-care in several aspects of well-being. The implications of these findings are discussed, considering the current contexts in which policing operates, with the aim of improving the psychological well-being of police officers and staff.  相似文献
